SOUTH SALT LAKE — South Salt Lake police have arrested a second man accused of firing 36 rounds at another man who had walked outside his apartment to let his dog go to the bathroom and found people slashing his tires in the parking lot.

Angel Enrique Ramos, 20, was booked into the Salt Lake County Jail on Thursday for investigation of two counts of possession of a weapon by a restricted person, 12 counts of discharge of a firearm, and drug distribution.

On March 3, police were called to the LeBanke Apartments, 3185 S. 200 East, about 12:30 a.m. on a report of shots being fired. Five vehicles and part of the apartment complex were damaged, according to police. No one was injured.

Police found two dozen .223 shell casings and a dozen 9mm shell casings in the street, according to a police booking affidavit.

Investigators say a tenant had taken his dog outside when he observed a man and woman near his car, and the man was slashing three of his four tires, the affidavit states. The couple then got into a car with a third man and drove off.

The victim went back inside and told his wife to call police. When he went back outside, he saw that the vehicle had returned.

"The two male individuals inside the car then began firing rounds at him as he ran away. In the course of the shooting, multiple vehicles in the parking lot were struck by gunfire," the affidavit states.

Diego Luis Vega, 19, was arrested and charged in connection with the incident.

After he was booked into jail, Ramos visited him and investigators reported monitoring their conversations.

"In one specific call, Vega asks Ramos if he had fixed his car window yet, to which he replied he had but he hadn't fixed the paint," the affidavit states.

After implicating himself as a suspect, police gathered additional evidence and on Thursday served search warrants on Ramos' car and residence. Drugs and guns were seized, the affidavit states, and Ramos was taken into custody.
